installing .net 4.5.1 silent mode

Hi,

when I'm running NDP451-KB2858728-x86-x64-AllOS-ENU for the first time without:

/q /norestart it install the program

when I run it second time after installing it 

it open a window saying:

first it extracting the file, second it a window saying if I want to repair the installation or remove the installation.

now when I run this with /q /norestart I hear the pc working, meaning it install it again

how to make he to check if install before and only if it no install than do the extracts of file and installing the .net 4.5.1
